CPC Report by David White, Chair of the Community Planning Committee (See David White’s report)
Elaine Husband (comment regarding accountability): what is the formal process for the community to influence the CPC?
Myrtle Lambert: We had Open House events and a lot of work was done in terms of hearing voices from the Community at large
Elaine Husband: Is it the job of CPC to enforce the City of Calgary’s bylaws on behalf of the Community?
David White: No. The CPC has no formal power
Elaine Husband: Asking about the proposed Battistella Developments project on 9A Street and 2 Avenue NW: Are we really involved? Did you declined support because it was not according to the ARP
David White: This was a large project. We had concerns and wanted this to best reflect the ARP guidelines.
Elaine Husband: History – we began the CPC. We defined the zones of the Community and got approval from the community (200-300 people) – the developers own the land but we own the bylaws.
David Wilson: If you are interested, you should really (re)join the CPC
Harvey Cohen: I would like to motion for the president to set a date to review the community’s ARP and to setup a procedure for adopting a community ARP
Seconded: Faye Lukenolf

Comment on Peace Bridge, and how un-necessary it really is
Motion : Refer to Tim Taylor’s yellow sheet
Seconded: Doreen Orman
Tim Tyler (speaking to the motion): The Gym, daycare center & non-profit association started in the 1970’s when a federal grant was secured by Hillhurst-Sunnyside. A lot of credit should be given to Elaine Husband, Doreen Orman, and Douglas Rae
Douglas Rae: Tim is being modest. But I do agree that it’s important that older members of the community be heard, lest we make the same mistakes as we did in the past.
Robin Lee (speaking against the motion): Hillhurst-Sunnyside is the first Community in Calgary to develop an ARP, and it was a lot of work. I was on the Advisory Committee, and so were other members in attendance today. We felt very involved in the process. Myrtle was on the committee with me and a few others – perhaps she can comment?
Myrtle Lambert: Yes, we felt that we had a significant role in the development of the ARP.
Robin Lee: What is your particular fear about the ARP? Can you answer how the ARP is destroying the Community?
Tim Tyler: This motion is simply to propose that we collect data. The building of the Peace Bridge is suspicious, in terms of the intentions of the City, as far as the future density of this neighbourhood. I expect developers to come forward, following the building of the bridge.
Tim Kitchen (speaking against the motion): I’ve been Involved for 10 years with the Community, e.g. to keep Sunnyside School open. My real question is: where is this coming from? What are you going to do for the Sunnyside School? And what does the Bridge have to do with this?
Answer from the floor: Zoning!
Tim Kitchen: We have given everyone in the community opportunities to participate in the ARP. I have put in hundreds of hours into the ARP participative process and I wonder what this last-minute effort is all about? If you wish to focus on the bridge, please do. This looks like a grab-bag of all kinds of things.
David Wilson: Alderman Druh Farrell is here to reply to questions. Particularly if you have questions regarding the Peace Bridge, she has offered to be available for questions following the meeting.
Kerri Treherne: What is this proposing? What is this motion committing us to? This is very similar to what we do in the CPC? Also, this is like 10 motions rolled into 1. If we approve this, are we committing ourselves to a huge task and there are only few details on this.
Elaine Husband: The developers are salivating because we are sitting on valuable land. Doreen and I have contacted the school and we are concerned about the statistics. Are all the children in the school coming from the neighbourhood? I don’t live in Sunnyside. Tim’s motion is just to gather information so that we can “come back”. Important that we all move together at the same time.
Carol Stokes: I’ve lived in the neighbourhood since 1981. At that time, Sunnyside was against the LRT crossing through the community. I also joined the association and Block Watch at that time. I can tell you that for the most part, people who build in-fills don’t get involved in the community. I only purchased my membership today, so I can’t vote tonight, but I must say that the best part of our community is that we can discuss these issues. We need people who buy into the community to get involved in the community.
Maria Lee: A quick observation as I was reading through this: there’s some fairly high level points here! People are very passionate about all this. Is this actually a communications issue? I should mention that we are working on putting a Communications Committee together to help communicate what is going on in the Community.
David White: Some of the things you are requesting could be eliminated from your motion as they are already in the City guidelines. There are already some existing taskforces working on this.
Linda: There is nothing wrong being more informed and more communications
Ald. Druh Farrell: The Community seems to be relatively un-informed on the Bridge. If there’s questions about the bridge I’m happy to answer them after the meeting.
Harvey Cohen: Well, why can’t the community get more information about the Bridge?
Ald. Farrell: There have been studies on all the bridges and we consider them to be “architectural landmarks”. But it sounds to me like you are not interested in any positive material on this topic. The funding has been spent and the materials have been ordered. The Bridge is going to be built. The Bridge does not touch the River – this is a whole new way of building bridges!
Question from the Floor: Why was the bridge built when our roads are not even in good shape?
Ald. Farrell: Studies showed that the bridge was necessary. The LRT pedestrian bridge was an afterthought in design and is now at capacity. The bridge is going ahead. You may not like it but it is going ahead.
Richard Smith: What about the impact of the bridge? I should add that I am actually in favour of the bridge, but why is it terminating in a spot where there are no cross-walks?
Ald. Farrell: We will bring that to the Transportation Department. We will get an answer and an explanation for that. They have done enough studies to come to the City Council and successfully propose.
Motion by Tim (see appendix)
Elaine Husband: Amendment – to reword this motion so that it says “The Task Force Team”

Our Board Room is to be renamed ‘The Tyler Room’ in recognition of Mr. Tyler’s service to the community association.
